In a pilot program set to begin this month, a select group of employees from Pennsylvania’s Office of Administration will have access to OpenAI’s enterprise ChatGPT service for tasks such as copy creation, policy language clarification, drafting job descriptions, addressing duplication and conflicting guidance, as well as coding.
The pilot program’s objective is to identify areas where generative AI tools can have the greatest impact on improving government services. Pennsylvania officials plan to gather feedback from the initial group of employees and, based on their insights, may extend access to an additional 100 licenses for the ChatGPT Enterprise service.
It is important to note that the ChatGPT service will be exclusively available to state workers and will not directly interact with Pennsylvania residents when accessing government services. The government’s use of generative AI will focus on enhancing internal processes and procedures rather than citizen interactions.

Its establishment was recommended by Pennsylvania’s Generative AI Governing Board, which was formed following an executive order issued by Governor Josh Shapiro to explore the applications of AI within state governance.
While Pennsylvania joins the ranks of states embracing generative AI to improve government operations, others have taken a more cautious approach. In California, for example, a bill has been proposed to prohibit state agencies from contracting with unvetted AI companies for government services.
