Chinese Foreign Ministry Spokesperson Accuses US of Economic Bullying and Asserts Control over Chip Exports
Chinese foreign ministry spokesperson Mao Ning has accused the United States of ramping up control over chip exports to China and targeting China’s semiconductor industry in the name of national security, labeling it as economic bullying. Speaking at a press briefing, Mao argued that the US semiconductor export controls against China violated the most-favoured-nation principle outlined in the General Agreement on Tariffs and Trade (GATT).
Moreover, Mao criticized the US for blacklisting China’s telecom equipment companies and imposing restrictions on Chinese-made telecom equipment, citing cyber security concerns. Such actions were seen as a violation of the principle of general elimination of quantitative restrictions stipulated in Article 11 of the GATT and the Technical Barriers to Trade Agreement.
Mao further highlighted that the United States, despite claiming to adhere to international rules, often disregards and breaks existing rules. Mao stated that the US restricts chip exports to China under the guise of national security but goes beyond this sphere, severely hindering the normal trade of civilian-use chips.
The spokesperson provided the example of the Nvidia RTX 4090, a consumer graphics card for video game enthusiasts, which was forced to be pulled from the Chinese market due to US export controls. Mao regarded the US’s efforts to rally other countries in curbing Chinese companies as economic coercion unrelated to security.
Mao contended that the US’s actions against the Chinese chip industry were not motivated by national security or legitimate competition, but rather constituted unilateral bullying without principles or boundaries. This approach denied emerging markets and developing countries the right to improve the living standards of their people.
Moreover, Mao argued that the US’s behavior disrupts the stability of global industrial and supply chains, undermines the atmosphere for international cooperation, and fosters division and confrontation. Mao warned that such selfish actions would ultimately backfire on the US.
