Additionally, the Act seeks to foster innovation in the sector, serving as a possible template for AI regulation in other parts of the world.
Europe is determined not to be left behind in the AI race. The United States and China currently lead in AI breakthroughs, with companies like OpenAI and ChatGPT driving advancements. Europe’s ambition is to develop its own AI champions, such as Aleph Alpha in Germany and Mistral AI in France.
However, Europe also recognizes the need for regulatory measures to accompany AI development. The European Union aims to quickly establish regulatory “guardrails” to prevent AI-fueled disinformation during elections and address concerns about job disruptions in various sectors. Von der Leyen highlighted the bloc’s pool of 200,000 software engineers specialized in AI and its vast industrial data resources.
In the meantime, the European Commission is leveraging its regulatory power to ensure digital giants adhere to EU protections for businesses and consumers. The Commission recently launched a preliminary study of Microsoft’s investment in OpenAI, investigating potential implications for competition.
Europe is determined to strike a balance between fostering AI innovation and safeguarding against its potential risks. By promoting responsible AI use and establishing robust regulations, Europe aims to secure its position as a global leader in the AI revolution.
