The Ministry of Economic Affairs (MOEA) in Taiwan is addressing the acute talent shortage in the semiconductor industry by launching talent-seeking missions in several Southeast Asian countries. In 2024, the MOEA plans to organize delegations of company representatives to visit the Philippines, Malaysia, Indonesia, and Vietnam to recruit and groom professionals in IC design, assembly, and testing.
Unlike previous years, Singapore will not be included in this year’s talent-seeking missions. According to MOEA officials, Singaporean professionals have preferred to work in local plants of Taiwanese companies, such as MediaTek Inc. and United Microelectronics Corp., due to higher salaries and other benefits compared to opportunities in Taiwan.
The Philippines has been a major source of talent for the semiconductor industry, and ASE Technology Holding Co. and Powertech Technology Inc. have already signed up for the delegation to the Philippines. Malaysian talent is also of interest to Taiwanese companies, given its Chinese ethnic community and the number of university students studying in Taiwan. Vietnam has also attracted attention as it aims to cultivate IC design talent.
In 2023, leading semiconductor companies, including Taiwan Semiconductor Manufacturing Co. (TSMC), MediaTek Inc., United Microelectronics Corp., Phison Electronics Corp., and Realtek Semiconductor Corp., successfully recruited 316 professionals after conducting talent-seeking missions to these Southeast Asian countries.
The initiatives by the MOEA underscore the importance of addressing the talent shortage in Taiwan’s semiconductor industry, which is essential for maintaining Taiwan’s position as a global leader in technology and innovation. By expanding its recruitment efforts overseas, Taiwan aims to attract skilled professionals and enhance its competitiveness in the semiconductor sector.
