In the current era, multiple organizations and countries worldwide are making efforts to develop legal frameworks and ethics to manage, control, and promote responsible AI. The global community is relatively unified in core principles guiding responsible AI, emphasizing the technology’s duty to serve humans without causing harm, adherence to design objectives, safety, security, equality, fairness, personal data protection, author’s rights safeguarding, transparency, and explainability.

In recent times, the Ministry of Science and Technology issued Decision No. 1290/QD-BKHCN in June 2024, providing guidance on various principles for researching and developing responsible AI systems. The aim is to build a society centered around humans, ensuring that people benefit from AI systems while striking a balanced relationship between the systems’ benefits and risks.

The document outlines nine principles for researching and developing responsible AI systems, emphasizing collaborative spirit, innovation, transparency, controllability, safety, security, privacy, respect for human rights and dignity, user support, and accountability in explanations.

This marks a significant step for Vietnam, setting out general principles to be mindful of in the research and development of responsible AI systems. By emphasizing ethics and responsibility at every stage – from algorithm development, data collection, to training tools and applications – this issue requires immediate attention across multiple sectors and government branches. Moreover, ensuring personal data safety, respecting author rights, intellectual property rights, enhancing labor productivity, while safeguarding the environment and social welfare are equally crucial considerations.
